Do you have dreams of becoming a developer so you can leave your mark on the Portland housing stock? I can’t wait to see your innovative design!

The city has established a residential high density (RH) zoning category to spur increased housing options in transit corridors.

6915 N. Montana Avenue in the popular Arbor Lodge neighborhood is a quaint home that could easily qualify for a residential mortgage, but due to its new RH zoning it provides you the opportunity to design and build a multifamily project.

I’m sharing what at I was told at a recent visit to the Bureau of Development Services to give you an idea of the possibilities, but of course you will need to confirm your design with the city.

This property is within the RH (Residential High Density) Zone.
There is a minimum of 5 units required if the existing home is removed. It did not seem there would be an upper limit of allowable units that could fit on the lot.
If the existing home is left in place additional units may be added without the requirement to have 5.
Because the site is within 1,500 feet of the MAX Station there is no parking requirement.
If project meets the community standards it can be upto 55’ tall. If submitted for design review upto 100 feet may be allowed.
Because there is an ally behind the site there is no rear set back requirement. Side setbacks are 5’. If design is within community standards the front set back must be 3’. If the projuect is undergoing design review there may be no front set back.
The planner I met with was of the opinion that the width of the current ally may allow for 2 parking spots at the back. If the property owner cedes some additional land to the city to widen the section of the ally it might be allowable to put 4 spots off the ally.
This information is based on one conversation with a city planner. Do not rely on it for planning your project.
